    Ishita Jain is a public sector advisory professional with experience supporting national and institutional initiatives focused on capacity building, standards development, and organizational strengthening. Her work has centered on designing and operationalizing frameworks that enhance institutional effectiveness within complex policy environments.

    She has led research and execution for large-scale government programs, working closely with public institutions, subject-matter experts, and multi-stakeholder ecosystems to translate policy priorities into structured implementation pathways. Her experience spans infrastructure systems, workforce capability development, education platforms, and climate-related initiatives.

    Ishita brings a multidisciplinary foundation in policy analysis, informed by political economy and sociological perspectives, enabling her to approach systemic challenges with analytical rigor and structural clarity.

    Swarnakshi is a strategy and public sector advisory professional with experience operating within some of the world’s most complex institutional environments. Her work has focused on supporting governments and partner institutions in designing and executing large-scale transformation initiatives spanning policy, digital infrastructure, and multi-stakeholder coordination.

    She has worked closely with senior government leadership, philanthropic actors, and multilateral partners to advance long-horizon institutional priorities — aligning stakeholders, structuring programs, and translating policy ambition into operational reality. Her experience sits firmly at the intersection of strategy and execution.

    Now based in Finland, Swarnakshi co-founded Dvaya to support structured engagement between Finland and India. She brings bi-contextual familiarity to organizations navigating regulatory, institutional, and partnership landscapes across this evolving corridor.
