Dvaya is a Helsinki-based company founded by cross-sectoral professionals who blend global experience with nuanced local insights. We bring over 15 years of combined expertise in strategic advisory, systems thinking, program management, and research in public, private, and nonprofit sectors.

Our strength lies in cross-cultural fluency, which enables us to navigate complexities with empathy, precision, and clarity. We deeply value and understand both Indian and Finnish contexts, which uniquely position us to build meaningful, effective collaborations.

Through this approach, we empower organizations in Finland and India to authentically reimagine their roles, overcome barriers, and effectively collaborate within today’s interconnected world. We exist to help organizations on both sides of the border reimagine what’s possible through strategy, trust, and shared purpose.

  • Co-Founder

    Ishita is a public policy professional with extensive experience in public sector consulting. She has led mission-critical projects involving capacity building and institutional development for government entities.

    Her experience is backed by a strong academic foundation in multidisciplinary policy analysis, informed through the lens of political economy and sociology. She finds comfort in a dialectical approach towards problem solving by identifying root causes and consensus building.

    Over the past few years Ishita has worked on infrastructure sector, curriculum and platform development EdTech, incubating start-ups, public health, and climate risk mitigation.

    When not working on complex systems or strategic design, Ishita is an equipment Pilates enthusiast and movement coach. She enjoys kayaking, reading existential philosophy, unpacking dialectics, and devouring muskmelons with suspicious speed.

    Swarnakshi is an international development and public sector advisory professional with experience in leading high-impact, cross-sectoral programs across India and globally. Her work focuses on systems transformation, with a strong grounding in strategy, evidence-based policymaking, and inclusive development.

    In her most recent role, Swarnakshi played a key part in future-proofing public systems in one of India’s largest and most complex states. She worked with government leaders, philanthropic partners, and multilateral institutions to drive a population-scale transformation agenda—bringing together sustainability, equity, and innovation to shape more resilient institutions and inclusive outcomes. Her work spanned policy design, institutional buy-in, digital infrastructure, and multi-stakeholder coordination.

    Swarnakshi brings a systems lens to every challenge she tackles—combining analytical depth with empathy and strategic clarity. Now based in Finland, she is passionate about cross-cultural collaboration, thoughtful leadership, and building bridges that enable organizations and communities to thrive in a rapidly changing world.

    Outside work, Swarnakshi enjoys learning languages, exploring food cultures, and making sense of the world in quiet moments—sometimes on long tram rides, sometimes in a sauna, always with curiosity.
